You drop leaflets on other Japanese cities warning them of what took place at Hiroshima.
They don't fully understand what has happened. Cities don't usually disappear after one plane flies over them. They can't believe you have another bomb. They seem to be ignoring your requests to surrender. You authorise the dropping of the second bomb.
