To maximise effect you have bombers fly low at night and use incendiaries to burn the cities. In March 9-10 1945, your conventional bombers attack Tokyo. Around 16 square miles of the city is destroyed and over 100,000 people are estimated to be killed in the fire storm.
You must authorise the transfer of bombers from Europe.
